Abstract

Ovaj diplomski rad bavi se problematikom demokratskog deficita unutar četiri glavne institucija Europske unije tj. institucija Europske Komisije, Vijeća Ministara, Europskog Parlamenta i Europskog Vijeća. Uz samu obradu problematike demokratskog deficita i nedostatka demokratskog legitimiteta u institucijama EU-a, rad analizira osnove pravnog okvira Europske unije, „Ustav“ te osnovne zadaće i ovlasti, konstitucionalizaciju demokracije i političku alijenaciju Unije unutar kojih se dogaĎa demokratski deficit i nedostatak demokratskog legitimiteta. Na kraju rada se analiziraju različiti modeli demokracije na razini EU-a tj. predstavničke, participativne, neposredne i deliberativne i problema institucionalnog demokratskog deficita, te uloga komitologije u institucionalnoj strukturi EU-a.

Abstract (english)

This thesis deals with the issues of the democratic deficit within the four main institutions of the European Union i.e. the European Commission, the Council of Ministers, the European Parliament and the European Council. Along the processing problems of the democratic deficit and the lack of democratic legitimacy in the EU institutions, paper analyzes the basics of the legal framework of the European Union, "constitution", basic tasks and authorities, constitutionalisation of democracy and political alienation of the Union, within which the democratic deficit occurs and thus the lack of democratic legitimacy. Finally, the paper analyzes the different models of democracy at the EU level i.e. representative, participatory, direct and deliberative, the problems of institutional democratic deficit and the role of comitology in the institutional structure of the EU
